It may not be the same thing but I live at the bottom end of Buxton Lane and occasionally I hear something like this late on at night. Not every night so it might be dependent on the direction of the wind and it isn't loud enough to be annoying. I probably only hear it because I (shock, horror) don't have a television to block out sounds from outside my house.
I would have thought a chat with the environmental department at SMBC might be your first step if it is really irritating you or disturbing your sleep.
