Paying for rubbish

I read somewhere recently that the UK is the lazy man of Europe in recycling - we recycle less than any other EU country.  If people have a financial incentive to recycle, surely that can only be a good thing?   '>

Although it is not yet law it will be shortly. We will all have to pay for the rubbish which can't be recycled. We are already paying for rubbish collection in our council tax. Will the council be giving us this part of the tax back?
                       I don't think so?
