You could try the  Council's recently publicised "Have Your Say" Web Site, but surprise, surprise, you will find the page relevant to Highways is unavailable.  For years Cycle Stockport has been pressing the Council to make Highways planning consultations more available, but they refuse to make a simple system, such as RSS feeds,  available to anyone who would have an interest if only they knew about it. Contacting residents and placing fliers on lamp-posts does not include all the users of the road in that area, and what may suit the residents may not be best practice overall. The recent debacle on Mill Lane Offerton (this is the track from Otterspool Bridge heading towards Bredbury Hall) where the Council spent thousands of pounds upgrading the track for the benefit of one or two motorists and then had to dig part of it up as the surface proved unsuitable for horses, is just one instance where the Town Hall appears to do as it pleases regardless of the affect on all the potential users.

I cross over at Church Lane Garage/Pineapple Inn everyday and its a nightmare. Especially from market street side, the fact that cars can park either side of it makes it a nightmare, especially as its more often than not vans that park there. Is there anything that can be done about it?
