When the council has to spend it's money on something because if they don't they will get their allowances for next year cut. Take for instance the new bus stop on Stockport Rd. I bet the bus doesn't get out of first gear between  Railway Rd and the new stop. The stop at Railway Rd. allows the bus to pull away from the main Rd allowing traffic to pass. The new stop will cause traffic pile up especially at rush hour as you will not be able to get passed the bus. 2 birds with one stone. money spent and traffic brought to a standstill, wonderful.
